Poblacion All roads led to the bustling town of Rosales this past weekend as thousands of excited shoppers flocked the opening of SM City Rosales’ 2nd Phase, causing voluminous traffic northbound and southbound along Mc Arthur Highway, in Brgy. Carmen, Rosales, Pangasinan. Now open are the mall’s major anchors – SM Department Store, SM Foodcourt, SM Cinema and other independent outlets –completing the total shopping, leisure, and entertainment experience that the mall is known for. SM City Rosales’ first phase opened last November with major anchors like SM Hypermarket, Ace Hardware, SM Appliance Center, Banco de Oro, Watsons and other retail stores and food outlets. No less than the grand old man, the business tycoon Henry Sy, Sr. led the opening of SM CITY Rosales last May 15, 2009, together with his equally hardworking children Hans Sy,Sr ,Teresita Sy Coson, grandson Hans Sy, Jr., and other immediate members of the Sy clan. With them are the SM Prime Holding’s key personalities to include Ms. Annie G. Garcia, President of the SM Supermall Operations, Mr. Antolin Paule, Vice President for Engineering and Development and other department heads. Henry Sy, Sr. was joined in the ribbon cutting by our ever active local leaders who are instrumental of bringing investors to this vibrant municipality. They were Mayor Ricardo V. Revita, Congressmen Conrad and Eskimo Estrella,and Former DAR Secretary Conrado Estrella, Vice Gov. Marlyn P. Agabas , Vice Mayor Romy L. Sim and Rev. Fr. Larry Hortaleza. Gen. Hermogenes Esperon, Members of the Sanguniang of Rosales , local leaders of neighboring town and provinces as well as other investors were also present. The completion of SM City Rosales does not only give worldclass shopping experience to the people in this part of the country but most importantly it has brought lot of economic gain to Rosales. Presently the existence of SM City Rosales started to attract other investors. Indeed SM will serve as catalyst or engine for growth and development to the first class municipality of Rosales.

Presidencia, Rosales, Pangasinan. In commemoration of the 157th founding anniversary of Rosales on March 17, 2009 at 5PM the Hon. Ricardo V. Revita established a benchmark in governance and leadership in the locality. This is by delivering his first ever State of the Municipality Address (SOMA). The SOMA of Mayor Revita is basically a recap of his administration’s accomplishments for the last five years of his tenure as the Local Chief Executive. Consonant to this, the event was well participated by the Sangguniang Bayan Members. Patterned after the protocol of the delivery of SONA of the President and SOPA of the Governor, the SOMA of Mayor Revita was delivered on the context of a special session convened by the Sangguniang Bayan Members. Remarkably the premises of the Presidencia was jampacked by listeners, visitors and expectators coming from all walks of life. This is of course mostly filled by the heads and staff of the different governmental agencies, the NGO’s of Kapihan sa Rosales, Rosales Action Group and Rosales Women’s Club. Worth mentioning also is the attendance of the Barangay Councils led by their Barangay Captains, so also with the teachers coming from the elementary and high school divisions. In sum the message of the Mayor in his SOMA to the Rosalenians is best captured in his first liner in his speech stating “in a few minutes from now the sun is about to set but in Rosales the sun is sky high bright in economy, in governance and in administration”. Our Validating proof has arrived. It’s confirmed and settled that Rosales, Pangasinan is the Cleanest, Greenest and Safest Municipality in the province among the Class A Municipalities. Remarkably this is the 3rd time Rosales received this award fitting it to be qualified as HALL OF FAMER in this field. Presently Rosales is a strong contender for the Cleanest,Greenest and Safest Municipality in Region 1. After landing second last year, efforts were doubled to maximize its chances this year to bag the first place. Anyhow we remain hopeful for the best. The results are expected to be released by January 2009. HALL OF FAME AWARD given to the Municipality of Rosales received by Hon. Ricardo V. Revita, ABC Chair Hon .Jacinto Velicaria and DILG Officer Braulio Yaranon from Gov. Amado T. Espino and Mr. Domiciano N. In a recently concluded screening for the semi-finalists for the 2009 Presidential/Lingkod Bayan Award, group category, Rosales is lucky to be chosen as one of the four semi-finalists nationwide. The entry which the Kapihan sa Rosales nominated was the Project Revita. This is an acronym for Realistic Empowerment Via Innovative Training for Adults and Youth. This particularly caters to those out of school youth and adults encouraging them continue their education through the police Instructional Managers with the supervision of the DepEd. The members of the team are as follows: Vice Mayor Romeo L. Sim, SK Federation President Rickson Revita, ABC President Jacinto Velicaria, Mdm. Gloria Torres, Mdm. Erlinda Fronda, Mdm. Sanita Caoayan, Mdm. Gloria Belver, P/CI Bernett Nabunat and Mr. John Alimorong. Unfortunately the good Mayor was stricken off from the list due to the ruling that any Lingkod Bayan Awardee will be disqualified to join the contest for a period of 5 years. The project was launch in March of 2008 wherein three hundred out of school youth and adults enrolled and was taught by 10 police officers. After months of training and instructions the learners went to Binalonan for the Accreditation and Equivalency exams where around 180 took it. The results of the examinations were later released in March of 2009 and around 17 of our learners passed. As a tribute to their labours both the learners and the Instructors we held a commencement ceremony for the 17 passers. Just like an ordinary graduation, the passers wore toga and was witnessed by their parents if not their own families. More to this though they were also given TESDA scholarship grants by Sec. Hermogenes C. Esperon, Jr. to pick the vocational course they are interested in. Presently all the passers are undergoing vocational course instructions accredited by TESDA. Apparently based on the validation of the Civil Service Commission representative Atty. Ellen Ugay, the project showed great benefit to the former out of school youth which extended to their families as well. Awarding of winners is set in September at Malacanang and God willing Rosales will once again be a recipient of the highest award to be conferred to a public servant. Dolling of Vancouver, Canada for the “Padyak para sa Parak” a joint project of Rosales PNP and the Municipality of Rosales under the leadership of Hon. Mayor Ricardo V. Revita. October 6, 2008—the launching of the “Padyak para sa Parak” project of the Local Government of Rosales and the Rosales PNP where the five policemen with their bicycles are shown to the employees of the municipality during the flag raising ceremony. These bicycles were through the kindness of our kababayans—Engr. Patroceneo M. Marquez, Jr. of Don Antonio Village and Mr. Rene Delos Reyes of Canada, British Columbia. This project is to make our policemen active in patrolling within the municipality and also to save on gas expenses. This project will also help in keeping our policemen fit and healthy in accordance to the PNP’s ordinance that our policemen should maintain a certain weight to make them look good and presentable in their uniform.

Revita was chosen as 2008 Presidential Lingkod Bayan Awardee, the highest award given to a public official by the Civil Service Commission, in the search for Outstanding Public Officials and Employees. The award was bestowed by Her Excellency President Gloria Macapagal-Arroyo on September 19, 2008 at Malacañan Palace. The event also highlights the nationwide celebration of the 108th Philippine Civil Service Anniversary. As a recipient of the Presidential Lingkod Bayan Award, the Honorable Mayor, Ricardo V. Revita receives a Presidential plaque, a gold gilded medallion and a cash reward of One Hundred Thousand Pesos (P100,000.00). Mayor Revita was honored for his “outstanding service and excellent accomplishments in the field of Public service through significant projects leading to the invaluable investments that improved and revitalized Rosales into a progressive town”. He was also invited to be interviewed at DZRB Radyo ng Bayan as a personal choice of the Civil Service Commissioner Mary Ann Fernandez to speak on how he turned an undeveloped town into a sub-urbanized one. Despite of the achievement, he talked humbly and shared some of the things that greatly help in accomplishing these achievements that he may set a great example for the others to have ideas and eventually follow. These achievements of the Honorable Mayor were originally his dreams that he wished would later come true, now these dreams are becoming a reality. Quoting the Mayor, “dreams can be turned into reality by adding perseverance and hard work into it, and then later everything will be achieved”. But every thing doesn’t end here; he assured that this award will push him to work harder and to continue improving the lives of his constituents.

Serafica In an act of endurance and sheer determination, the 1st IBTOR Challenge, our municipality’s version of a triathlon event was hurdled by 19 teams consisting of two individuals from various barangays of Rosales last December 27, 2008. The challengers were from all walks of life, from lowly pedicab drivers to a junior officer of the Philippine National Police. This event was very much participated. The race was started at the Acop Dam with the first event of swimming. At exactly 7:41 a.m., 19 determined challengers took on to the pristine waters of the Acop Dam. In a modified and unique way of this challenge, each pair is required to carry a banana stalk during the swimming. In the cycling event, the famous local pedicab of Rosales was used. Finally, in the running event, an abaca rope is tied to each pair. A pair is required in order to be declared a finisher of the race. Top finishers of the challenge were: 3rd place: Bobby Caramillo and Freddie Castillo of Brgy. Cabalaoangan Norte; 2nd place: Roland S. Dela Pena and Rhan S. Dela Pena of Brgy. Acop; and 1st place and the IBTOR Champion: Frederick Raymundo and Martin Alejo of Brgy. Rabago. The event were very interesting because two senior citizens, Arcadio Tamin and Berting Dorupan, both of which are above 60 years old joined the race. Despite of their ages, they were able to finish the race and were given a special award as a token of their determination and endurance and as a finishers of this challenge. IBTOR CHALLENGE was conceptualized by Mayor Ricardo V. Revita as an answer to the festivals happening in various towns of our country. This challenge is not only unique but also forms part of our municipality’s promotion of our Eco Tourism Site.

The Botika ng Barangay Project was launched on October 30, 2008. Medicines were formally turned over to the respective barangay operators- the Federated Women’s Club of Rosales. The event was graced by guests from the Office of the Coalition of Political Affairs of the Office of the President Malacañan Palace, Assistant Secretary Angel Saldivar and Director Manuel Jose Tuason. Our very own Hon. Ricardo V. Revita together with the Barangay Captains and the operators from the Federated Women’s Club of Rosales Federation are also present during the launching. Prior to the turn over of the said medicines, the operators underwent the necessary training.The prime aim of the project is to protect and promote the right to health of the people of Rosales through the joint efforts of the Municipal Officials headed by the Hon. Mayor Ricardo V. Revita and the Department of Health (DOH). The “Botika ng Barangay”(BnB) was established in the Municipality of Rosales to ensure the availability and accessibility of affordable, safe, effective, and quality medicines prioritizing the far flung barangays of the municipality.

Poblacion Nov 10, 2008 –Rosales, Pangasinan A kindhearted balikbayan in the person of Mr. Lawag Fonacier, of Burgos Street, Rosales , Pangasinan a retired US Navy who is a true blooded Rosalenian came to the Rural Health Center and meet Hon. Mayor Ricardo V. Revita , Honorable Vice Mayor Romeo L. Sim and Rural Health Officer Dr. Elizabeth Alimorong to donate a set of Accu-check advantage glucometer, test strips and lancets. According to Mr. Fonacier, who is a diabetic himself early detection of high blood sugar means more time to manage it. He reiterated a saying that “an ounce of prevention is better than pound of cure.” Mr. Fonacier is very much concerned of the high cases of the disease here in Rosales urging him to donate a One Touch Blood Glucose Monitoring System to Rosales Rural health Center. After the turn over, the good mayor and vice mayor ushered him to the STAC Center for him to observe the operations and therapeutic activity of the center.

On the second year of the Inter Barangay Triathlon of Rosales, the festival made an unprecedented success. This is subsequent to the award it has recently reaped which is the “2009 Best Tourism Practices, Best Tourism Event under the Sports/Adventure Category” conferred by the ATOP last October. Standing true to this award, the IBTOR Challenge pulled a triumphant year ender festival. This is made tangible by the increased number of participants, Rosalenians and otherwise which swelled to 49 pairs despite of the added challenge. Interestingly among the 49 pairs there were entries from the PNP, the Regional Mobile Group of PRO 1, some athletes from the Philippine Team for the ASEAN games and a British national who is staying for the holidays. The festival officially kicked off at around 8:00 o’ clock in the morning at the Acop Dam last December 28, 2009. This was witnessed by the locals of the sabit section, balikbayans, barangay officials, the Provincial Tourism Officer, Col. Pat Orduña representing the Provincial Governor, LGU Officials and the leading tv networks. After the three legs of race in swimming, running and biking, the challenge culminated with the 9km run where the contenders are tied to their pairs. The last leg started from the Bakit-Bakit police outpost and ended in SM City Rosales after two loops of the mall. Generally the streets where the race passed was filled with crowd cheering. This lasted for about three hours at the most which also caused a monstrous traffic. At any rate from the 49 pairs only 48 finished the approximately 25 km race.
